The Western PA Association of SBA-Guaranteed Lenders (WPASGL) invites all lenders and resource partners to return to the mountains and help us celebrate our 20th year at Quality Circle 2015. This year’s event will offer programs of interest to novice and experienced SBA lenders, as well as non-lending resource partners and service providers.


Quality Circle 2015 Conference Primer – This year’s conference will kickoff on Wednesday afternoon with a session including SBA Pittsburgh District Office representatives and experienced local SBA lenders who will provide a preview of the conference, review SBA terminology, de-mystify the SBA lending process, and share resources and contacts to help you get the most out of your Quality Circle conference experience.

SBA Requirements for Monitoring Borrowers – Get insight on what you as a prudent SBA lender should be doing during the period between loan closing and payment in full or charge off. What are SBA’s requirements regarding financial statement collection, loan review and risk rating, site visits, and reporting to credit bureaus?

Emerging Tax Matters that Will Cause Headaches for You and Your Customers – An experienced CPA will discuss timely tax related topics including identity theft issues, the Affordable Care Act, and the top tax related blunders made by individuals and businesses.

The Road to PARRiS- SBA’s New Risk Based Review Protocol for Lenders– Representatives from SBA’s Office of Credit Risk Management will share recent changes in SBA’s lender risk management practices and will provide detail on its risk measurement methodology and scoring system known as PARRiS.

Size Matters – SBA’s Underwriting Requirements for Small vs Large Loans —SBA Officials will detail recent policy changes in underwriting requirements for loans under $350,o00 vs those over $350,000 including discussion of credit scoring requirements on small loans, collateral policy changes, and global cash flow analysis requirements based on loan amount.

United States Citizenship and Immigration Services (USCIS) EB-5 Program– Learn more about this emerging source of project financing which allows foreign investors to acquire permanent residency in the United States through investing in job-generating projects, and how project owners and lenders can access and leverage these funds.

Regulatory Fairness Lender Roundtable – SBA’s National Ombudsman will lead an open discussion for lenders to provide input on regulatory enforcement fairness issues impacting banks and their ability to lend to small businesses.

SBA ONE – SBA’s New Streamlined Online Lending Platform – SBA Headquarters representatives will discuss the pending rollout of its revolutionary new technology for SBA application processing, underwriting, form generation and document management.

Starfield & Smith Instruction including SBA Loan Processing SOP & Policy Changes, SBA Requirements for Monitoring Borrowers, and Electronic Signatures being taught by Ethan W. Smith and Kimberly A. Rayer.
